The original issue "retrieval of the timestamp file from the CDN was malfunctioning," should have been resolved a few days ago.
@smint if you still have that problem please report it https://github.com/joomla/joomla-cms/issues/43328 so it can be investigated further.
I have no idea at all what Per and GWS are talking about when they say "you need the internet to update" now. To the best of my knowledge there has been NO CHANGE at all anywhere that would prevent an offline site being updated using the upload and update method.
